The City of Watertown Introduces Seasonal Sump Pump Variance | Local News | mykxlg.com

{KXLG – Watertown, SD} Starting October 15, homes and businesses needing a sump pump to discharge clear water can apply for a seasonal sump pump variance, allowing them to discharge into the sanitary sewer. The annual fee for this temporary variance is $125, which includes a $25 application fee.

The variance typically applies from October 15 to March 15 each year, although it may be shortened if necessary. Residents can apply for the variance through the City's website at watertownsd.us/variance. Those without internet access can call the Public Works Department Wastewater division at 605-882-6244 to apply by phone.

If the City lacks a current inspection record of your sump pump system, an inspection will be scheduled before approving the variance. Following inspection and approval, the City's Finance Office will send a bill for the $125 fee due within 30 days from billing.

Discharging clear water into the sanitary sewer without a variance is prohibited. Watertown officials encourage residents to explore other options to keep water out of the sanitary sewer for as long as possible. Suggestions include placing sump pump hoses on sloping surfaces like boards or snow drifts to prevent freezing.

Sump pumps can significantly increase the load on the sewer system. For example, a single 1/3 HP pump running for 15 minutes every hour can add 10,800 gallons of water daily to the sewer. If 100 pumps operate like this, it adds an extra 1,080,000 gallons daily. The City's wastewater facility is designed to handle 4,000,000 gallons a day, so this additional load can have a substantial impact.

Treating clean sump pump water incurs the same costs as treating wastewater. Excess clean water in the system could lead to higher sewer rates and, in extreme cases, cause sewer backups, potentially flooding basements or neighboring properties.

Residents are encouraged to manage water around their homes with the following tips:

Penalties for noncompliance include a Class 2 Misdemeanor, with penalties of up to 30 days in jail and fines up to $500. Each day the violation continues, it is considered a separate offense.
